It’s probably because a 65-IQ black guy, although at the low end of his racial group, is still otherwise normal and healthy. Meanwhile, 65-IQ whites are generally that way because of some kind of genetic screw up or congenital or systemic physical damage of some kind.
So a “retarded” black guy will look and sound normal. His white peer will often have a fucked-up face along with speech and motor impediments.
Anyway, IQ-alone limits on execution do carry implications with regards to other aspects of citizenship.

Besides, I see two more fairly plausible scenarios. She really did get raped, but is lying now because she wants her father out of prison anyway. Or, she’s lying now to cover for her mother. It wouldn’t exactly be unheard of for a mother to coach her children to accuse their father of abuse in a custody battle.

That’s true. Except you can easily point out the 85 IQ blacks as bizarrely stupid and ‘off’ seeming as well, but we are forced to pretend that they are ‘normal’, which is the point. This guy is normally socially functioning…for a black guy. Judging objectively only like 1/3 of all blacks are capable of normal social functioning, but once we lower our standards to judge blacks as blacks then yes a 61 IQ “retard” is basically “normal”.
PA is right though that a ~60 IQ white guy is so far outside of the normal distribution that any white guy you meet with an IQ that low will have down syndrome or some other defect, making them much more obviously abnormal rather than merely subnormal.
Speaking of retarded, the lib discourse around abortion has reached the stage of total derangement. Take the phrase “anti-choice activist” – who the fuck do they think they’re fooling? Do they say, e.g., “damn, my bf knocked my up, now I gotta go get a choice”? Do they go to the choice clinic to have a choice provider choose for them?
Or maybe when they’re at H&M and trying to decide between the purple and the red pieces of slutwear, they say, “I think I’ll abort the red one.” When they go out for fro-yo, do they abort salted caramel, or plain chocolate? There are two kinds of mental retardation – familial, which arises from natural variation along the continuum of intelligence, and organic, which arises from a genetic disability/defect/being fed lead paint as a baby.
Now, among those who are mentally retarded (i.e. have IQ’s under 70), at any given IQ those who have familial mental retardation will be higher functioning in day to day tasks than those who have organic mental retardation. Those with familial mental retardation are just slower than their peers, while those with organic mental retardation often have serious mental impairment in the areas of bowel control, self-care instincts, motor function, etc. The retardation IQ threshold of 70 was come up with to judge those with organic mental retardation. Basically, it was decided that in general, if someone with an organic defect didn’t have an IQ above 70, then his intelligence probably was not high enough to compensate for the defect (e.g. consider how a high-functioning autist can escape the low-functioning fate that lower-IQ brethren face).
Now, those with familial mental retardation generally aren’t retarded in the same sense that people with organic defects and an IQ under 70 are. People with IQ’s under 70 because of natural variation along the continuum on intelligence are slower than the rest of us, but they generally are capable of basic functioning – they just don’t do it as well. Contrast this with the autist who is almost always utterly incompetent in the realm of interpersonal communication, even if his IQ is decent.
Organic mental retardation occurs at roughly the same rate in whites and blacks. However, familial mental retardation occurs at a far higher rate among blacks than among whites because of the former’s lower mean IQ. However, familial mental retardation really isn’t mental retardation in the same sense as those with low IQ’s and a genetic defect are retarded – it just arises when we apply an IQ threshold meant for those with organic mental retardation to those with familial mental retardation.
So, when we see a white with mental retardation, he often has organic mental retardation and thus seems different and messed-up, while the typical mentally retarded black has an IQ below 70 because of normal variation along the continuum, and so he doesn’t seem as “off.” Plus, considering the low mean black IQ, the black with an IQ under 70 doesn’t seem as different from the typical black as the white with an IQ under 70 seems compared to the average white.

I was in a video store once and overheard a conversation between a clerk and this guy I assumed was retarded. When I turned around I saw he was black and instinctively revised my idea of him to just a typical dumb black guy– but if he was white the retard judgment would have stood. N=1 I know but it taught me something.
